In order to deliver flawless execution at the lowest cost, it is imperative to put a priority on Clarity and commitment. Spend maximum time and laser Focus on Clarity and employee commitment, if both of these are on a higher side which will help keep your controls at a lower level, as a result, will turn out to be a best in class model.

Providing strategic direction or clarity: Applicable to organisation, work units, teams or projects focus and prioritisation, knowing what work to do. What activities are important, which aren’t?

Clarity brings instruction. Clarity brings confidence. Clarity brings energy. Unless employees know exactly what they are responsible for and what actions are expected of them, they can’t begin to execute the strategy effectively. Controls: Control activities are the actions established through policies and procedures that help ensure that management’s directives to mitigate risks to the achievement of objectives are carried out. Control activities are performed at all levels of the entity, at various stages within business processes, and over the technology environment. If the Clarity is lower and commitment is also lower, then this becomes the most important and critical part of the process in order to have a flawless execution, however, this will significantly draw the cost up as many controls need to be put in both predictive and detective. There will be "check the checker" roles to ensure optimal quality.
Hence in order to deliver a flawless execution with the lowest cost, it is important to work on Clarity, with as many details, Roles and Responsibility clearly defined, clear accountability, lean decision making with clearly defining who is the decision maker. After defining the clarity, important to ensure employee commitment, ideally the best one is affective commitment, which is a long and hard process, but to get their start with normative commitment.
